While the US is embroiled in its war with Iraq, Russia has been forging strategic alliances with countries around the world.
Some of these alliances are with Saudi Arabia, India, China,and , of course, Iran. Now Russsia has agreed to build a nuclear research center in Burma according to Rosatom, Russia's state energy agency.
This exportation of nuclear technology is starting off small with Burma, just a 10MW light-water reactor. The low level of enriched uranium-235 is too low to build a bomb, but along with the reactor Russia is going to train 300-350 specialists in Burma.
This exporting of nuclear technology is another part of Russia's policy to send nuclear technology and to train specialists to countries the West considers run by dictatorships and repressive military regimes.
By the way,I have no idea when or why Burma became Burma again and no longer Myanmar!
